Partnership Agreement

TheĀ Partnership Agreement Template may be used as a framework for creating a partnership agreement with those organizations that are expected to make a direct contribution to the broadband project, as well as its ongoing operation. Partnership agreements are not mandatory, nor are they intended to be a substitute for formal legal contracts that may be required between parties. However, it is recommended that an agreement of this type be used to facilitate clarity and common understanding amongst the partners on key project parameters and milestones as well as respective roles and responsibilities. Successful projects have demonstrated that a more formalized agreement reduces ambiguity and empowers each participant to deliver their commitments more effectively.


The Partnership Agreement contains three main sections:

PART A – Project Description and Terms of Reference
The business goals of the project and its overall timing and expectations. Some background information about how and why the project was initiated should be included. Reference to longer-term visioning that can positively contribute to the focus of the project, should also be provided.

PART B – Marketing / Promotions / Awareness Campaign
The goals and plans for promotion and building community awareness for the project in particular with respect to activities shared or jointly executed by the project partners. Independent marketing activities that are part of normal operations outside the scope of the project may be recognized.

PART C – Targeted Broadband Services
Identification of broadband enabled applications of relevance and value to users increases service uptake.


The contents of the template are suggestions of the type of content that has worked successfully on similar project initiatives. It may be used as is with appropriate insertion of project specific information, or it may be modified to suit the needs of the signatories. While it does represent a commitment on the part of the signing organizations, it is not intended to become an obstacle through excessive negotiations and fine-tuning. It should be used to clearly document the scope of activities and roles for the project that have already been discussed and agreed upon by the partners.
